• At the start of 2007, a de facto Liege Carex association is formed, following the example of Roissy Carex.

•  In July 2007, Liege Carex pilots a study financed by the Transport Minister, André Antoine, and the Economy Minister, Jean-Claude Marcourt.

The study must:

- Check the technico-economic feasibility of the Freight TGV project,

- Examine the constraints of direct routes to destinations other than Roissy Carex,

- Determine the best site for a Cargo TGV Terminal, taking account of the expectations of air operators present on the site and analyse the market.

After a European tender, it is entrusted to Ernst & Young.
